Working most of his professional life in the transportation industry, Bill joined Waste Management in 2003 as the local Operations Improvement Manager for the Southern California market area. In 2007, Bill assumed the role of District Manager for the Irvine hauling division, and Sunset transfer station, where he remained for almost 5 years. In early 2012, he moved into the role of District Manager for both the Oceanside and Carlsbad districts. Bill now serves as District Manager for El Cajon.
Bill is a resides in Carlsbad with his wife Colleen, who is a Professor of English at Palomar College in San Marcos. Bill holds two Bachelor of Arts degrees from California State University, Long Beach, and earned his MBA from the University of California, Irvine, in 2000.
Area Communications Manager
Eloisa Orozco is the Area Communications Manager for Waste Management of Southern California. As the Area Communications Manager, Eloisa oversees internal and external communications, media relations, and serves as a spokesperson for the company in San Diego, Orange and Riverside counties.
Prior to joining Waste Management, she held the position of Executive Director of the San Diego County affiliate of Mothers Against Drunk Driving and was responsible for directing operations, fundraising efforts, educational programs and media relations. Her background also includes directing programs and working for several nonprofit organizations.
Eloisa is an active member of the San Diego Padres Hispanic Leadership Council and a board member of the County of San Diego, Alcohol and Drug Advisory Board – District 5. She earned a bachelor’s degree in Sociology with a minor in Spanish and a Master’s degree in Sociological Practice from California State University San Marcos.
