Hillsboro Landfill

Serving the western Portland metro area, Hillsboro Landfill provides area businesses and industries with professional disposal services that are safe and convenient. The landfill is engineered with overlapping environmental protection systems that meet or exceed rigorous government regulations and are subject to highly regulated monitoring and reporting requirements. Systems include engineered liners and covers, leachate collection and removal, and landfill gas collection and control. This “special purpose” landfill accepts special waste only; it does not accept municipal solid waste or hazardous waste.

Containment Design

Our double-liner system protects the environment by ensuring that all waste and wastewater (leachate) is contained and isolated from soil and groundwater. Hillsboro Landfill uses synthetic membrane and clay liners built to strict engineering standards. All construction is monitored and documented by independent thirdparty engineering firms and subjected to review and approval by the Oregon Department of Environmental Quality (DEQ).

Groundwater Monitoring

Groundwater is monitored by a total of 26 wells, which monitor both upgradient and downgradient groundwater surrounding the landfill. Monitoring results are submitted to DEQ.

Landfill Gas Management

Hillsboro Landfill has an active gas collection system, which pulls landfill gas from a series of vertical and horizontal collectors from within the landfill. The gas system collects approximately 400 cubic feet per minute of landfill gas that is managed by a blower and flare system at the site.

Leachate Collection & Treatment

All waste cells have a leachate collection and removal system, which includes an automated pumping system that maintains sump levels below regulatory standards. Leachate is collected and pumped through a pipeline for treatment to the Rock Creek Treatment Plant owned by Clean Water Services.

Promoting Wetlands and Wildlife

This site includes 120 acres of wetlands and wildlife habitat. It is home to 100 bird species and mammals including the Great Blue Heron. Our wildlife habitat and wetlands have earned prestigious certification from the Wildlife Habitat Council. These wetlands are also important to the community because they act as a relief valve for neighborhood stormwater and for floodwaters from the Tualatin River.

Approval Process

Waste Management has a defined waste screening protocol for each of its Subtitle D non-hazardous waste facilities, which protects both our employees and the environment. For all industrial and special waste streams, the generator or agent must complete a Generator’s Non-Hazardous Waste Profile (available online at wmsolutions.com) for review and approval by our technical staff.

Indemnification

Waste Management provides the highest level of services backed with a written indemnification that protects customers from fines, lawsuits, sanctions or other legal/regulatory actions.

Hillsboro Landfill is the recipient of two prestigious honors: the 2010 WM Environmental Excellence Award and certification from the Wildlife Habitat Council. Both awards recognize Hillsboro Landfill’s operational excellence and success in improving wildlife habitat and educating the community. With 100 acres of wildlife habitat, this Waste Management site is home to large populations of mammals and birds, and a world-class Blue Heron rookery. Hillsboro Landfill partners with Jackson Bottom Wetlands to protect wildlife through the development of wetlands and uplands habitats.
