Fuel Surcharge and Environmental Fee Information

Overview

WM Recycle America (WMRA) is committed to controlling costs so we can continue to provide you with the best overall value in recycling services. However, fuel prices and environmentally related compliance costs are something we cannot fully control. WMRA's Fuel Surcharge and Environmental Fee are meant to help us cover these costs and achieve an acceptable operating margin.

Fuel Surcharge

WMRA's Fuel Surcharge is tied directly to the national average price of diesel fuel as reported monthly by the Energy Information Administration of the U.S. Department of Energy ("EIA/DOE") in its Monthly Retail On-Highway Diesel Prices Index. This index is objective, publicly available and widely recognized in the trucking and transportation industries. This will ensure that you, our valued customer, will pay a Fuel Surcharge that is currently adjusted, easy to calculate, and equitable to you and the Company.

The WM Recycle America Fuel Surcharge Table shows what the Fuel Surcharge, per ton of recyclable material provided by you, would be based upon the national average price of diesel as reported by the EIA/DOE for a given month. For example, if the reported monthly EIA/DOE national average diesel price is $4.00 per gallon, your fuel surcharge would be $2.68 per ton.

Environmental Fee

WMRA's Environmental Fee covers our costs and expenses to operate, on a company-wide basis, in a safe and environmentally responsible manner, and to achieve an acceptable operating margin. The amount or percentage of the environmental component is not specifically tied to the direct or indirect costs to service your account, but to the Company's overall costs. Effective June 1, 2013 the Environmental Fee is $1.25 per ton of recyclable material provided by you. This fee will also be deducted from any rebate, or added to any charges.

Not a Governmental Tax; Future Changes

The Fuel Surcharge and Environmental Fee are not taxes or surcharges imposed by or remitted to any governmental or regulatory agency; it is our charge. The Fuel Surcharge and Environmental Fee may be changed at the discretion of WMRA. To the extent required by your applicable customer service terms, the assessment of the Fuel Surcharge and Environmental Fee or any change to such charge is effective upon your acceptance of rebate payments from us or your payment of any such charges to us.

Q: If the price of fuel goes down, will my fuel surcharge component go down too?

A: Yes, if the Department of Energy's National Average price falls, your fuel surcharge component will come down as well. This information is updated monthly. If the cost of diesel fuel decreases, this will affect your fuel surcharge component.

Q: How can I see the value of the EIA/DOE Monthly Retail On-Highway Diesel Prices Index?

A: Here is the link to the EIA/DOE. This site is updated every Monday evening.

Q: Will the environmental charge component change each month?

A: No. The Environmental Fee will not fluctuate each month. The percentage may be changed periodically if there is a business determination that warrants an increase or decrease in the fee charged.
