Site security is ensured by controlled, limited access to the facility as well as perimeter fencing and natural barriers. The facility can only be accessed via a single gate, which directs all traffic to a gatehouse occupied during business hours by trained personnel. During non-business hours the gate is locked and monitored by electronic surveillance.

East Oak RDF complies with U.S. Environmental Protection Agency (EPA) and Oklahoma Department of Environmental Quality (ODEQ) regulations for municipal and solid waste landfills. The facility employs a multi-layer composite liner system that includes an engineered clay barrier and a 60-mil high-density polyethylene (HDPE) membrane to contain the waste deposited in it and to manage both leachate and the landfill gas naturally produced by decomposition inside the waste mass. In addition, it employs robust measures to protect the quality of both surface and groundwater, air quality, and overall environmental quality.

The leachate collection system consists of a permeable layer of engineered materials and piping just above the bottom portion of the liner designed to collect and drain fluids from the landfill; above this is a two-foot layer of soil that protects the liner and system. The collected leachate is pumped into a holding pond where devices circulate and aerate the leachate to prevent odors. As needed, excess leachate is discharged to an ODEQ-approved wastewater treatment facility.

WM safeguards groundwater in the area by regularly sampling and analyzing water from groundwater monitoring wells on the landfill. To protect surface water, the site manages stormwater runoff using silt fences, rock dams, erosion control mats and other best management practices. 

East Oak RDF collects and manages landfill g as t hrough a flare system, and it also generates renewable energy, reduces emissions, and prevents odor. The system collects landfill gas through over 157 wells. The collected landfill gas powers a new RNG (Renewable Natural Gas) Facility, which converts the landfill gas into clean Renewable Natural Gas going into the pipeline. In addition, a series of gas probes have been installed around the perimeter of the facility to monitor any potential migration of landfill gas.
