We are pleased to provide you with an update to our mitigation measures and progress to date. In December, we proposed a series of actions and a schedule to implement several measures by March 31st to address odor concerns. These measures and their status are as follows:
Complete
The identification and removal of a restriction within cell 6 of the 24-inch perimeter gas collection header.
Complete
Installation of over 10,000 lineal feet of horizontal collection piping in cell 10 and cell 11.
Complete
Installation of an additional 24 and 18-inch vacuum header from the flare/gas to energy plant to cell 11.
Complete
The replacement of an approximate 1300 lineal foot sub header in cell 11
Complete
The installation of 9 acres of exposed temporary geomembrane cover along the North and East slopes of cell 11
Complete
The initiation of waste placement efforts into the newly constructed cell 12A, which incorporates the improved gas collection measures.
Implemented
The incorporation of next generation free draining slip form wells, complemented with a regularly installed horizontal collection pipe network on all new cell construction in the future.
Complete
Hiring additional, permanent staff to support the new infrastructure construction, increase monitoring and maintenance of the landfill gas collection and conveyance system.
Complete
Continued identification, replacement and repair of underperforming landfill gas wells, laterals and headers. 18 wells installed to supplement and replace existing under-performing gas wells.
While this work has been completed, and progress has been made to reduce offsite odors, we are still in the process of installing additional odor controls including horizontal collectors and geomembrane cover in cells 10 and 11. Please note that while this activity has the potential to cause temporary, intermittent odors through completion, we are making efforts to mitigate them during this construction. We continue to work with the NYSDEC, the town of Perinton and the town of Macedon to finalize enhanced site monitoring and community air monitoring and we will update you as those plans and schedules are finalized.
