Residential Service Guidelines
Single family residential customers are required to use Waste Management provided carts only for collection. Carts come in three convenient sizes 35, 64 and 96 gallons for trash, recycling and yard waste. Residents may choose one trash cart, and up to three recycling and two green waste carts at no charge. Cart sizes may be changed. Residents are entitled to one free exchange by cart type. Additional carts are available for a fee.
Trash, recyclables and green waste are collected weekly. Please follow the Service Reminders when placing carts out for collection.

Curbside Cell Phone and Household Battery Collection
Residents may place unwanted cell phones and used household batteries in a sealed clear plastic storage bag and place them on top of their blue recycle cart for collection. For added safety, remove any personal data from your phone before collection. Used batteries accepted for collection are AA, AAA, C, D, 9-volt, Alkaline, Rechargeable, Lithium and coin cells, and small button-size.

Service Reminders:
- Separate trash, recycling and green waste and place into the appropriate cart. All material must fit into the cart with the lid closed.
- Roll carts out to the curb line by 6 a.m. and place with the handle facing away from the street.
- When trash collection and street sweeping occur on the same day, place carts on the curb for collection instead of the street.
- Carts must have a minimum 2-foot clearance of any obstacles including parked cars, mailboxes and other carts.
- Only Waste Management provided carts will be serviced. Each cart is serviced by a different truck on the same collection day.
Bulky Items
For items that are too large to fit into the trash can, residents may request the pick up of household bulky goods. We will retrieve up to five large items such as furniture or appliances three times annually -- see the full list of acceptable and unacceptable bulky items. Advance notice is required. To schedule a bulky goods pick up, please contact Waste Management at 1(866) WMRECYCLE or (760) 439-2824 at least 24 hours in advance of your regular collection day, as pick up will occur on your collection day.
We will also retrieve up to five e-waste items three times annually in conjunction with the bulk item pick up. To schedule an e-waste pick up, please contact Waste Management at 1(866) RECYCLE or (760) 439-2824 at least 24 hours in advance of your regular collection day, as pick up will occur on your collection day. E-Waste may also be dropped off at one of Waste Management’s recycle centers. Please take these items to Waste Management's Recycling Centers at 5960 El Camino Real in Carlsbad or 2880 Industry St. in Oceanside, Tuesday through Saturday, 8 a.m. to 4 p.m. Oceanside residents may drop off e-waste such as TVs, computers, fax machines or stereos at no-charge at either location. Proof of residency is required.

Billing
Residential services are billed by the City of Oceanside. If you have questions regarding your invoice, please contact Oceanside’s Utility Billing Department at (760) 435-3900.
Christmas Tree Recycling
Christmas trees are collected curbside for the first two weeks following Christmas on your regular collection day. Trees taller than six feet must be cut in half and placed next to your green waste cart. When possible, residents are asked to cut down the tree so that it fits inside the green waste cart, with the lid closed for collection. Please remove all decoration including tinsel, lights, ornaments and tree stands. Flocked trees cannot be recycled, and must be disposed of through regular trash service. Flocked trees must fit into the trash cart, with the lid closed for collection.
Electronic Waste (E-Waste)
Note: Due to state environmental laws, electronic items such as TVs or computer monitors are handled separately from other bulky items. We will retrieve up to five e-waste items three times annually. To schedule an e-waste pick up, please contact Waste Management at 1(800) DUMPSTER or (760) 439-2824 at least 24 hours in advance of your regular collection day, as pick up will occur on your collection day. E-Waste may also be dropped off at one of Waste Management’s recycle centers. Please take these items to Waste Management's Recycling Centers at 2880 Industry St. in Oceanside, or 5960 El Camino Real in Carlsbad, Tuesday through Saturday, 8 a.m. to 4 p.m. Oceanside residents may drop off e-waste such as TVs, computers, fax machines or stereos at no-charge at the Oceanside location only. Proof of residency is required.

Household Hazardous Waste
Household Hazardous Waste (HHW) includes: used oil filters, motor oil and used motor oil, paint, antifreeze, batteries, pesticides, household cleaners, pool chemicals and sharps/needles. To safely dispose of HHW it can be brought to Waste Management's HHW Center in Oceanside for safe disposal (proof of residency and an appointment is required). Residents may bring 15 gallons or 125 pounds of material for drop off at one time. To find out the schedule and make an appointment, contact customer service at 1(800) DUMPSTER. NOTE: Oceanside residents can bring used motor oil, antifreeze and oil filters to the recycling center Tuesday through Friday, 8:00 a.m. to 4:00 p.m., without an appointment. Proof of Oceanside residency is required.”

Universal Waste
Universal Waste can be brought to Waste Management's Household Hazardous Waste Center in Oceanside for safe disposal (proof of residency is required). Universal Waste includes: batteries, fluorescent light tubes, thermostats, aerosol cans with material still inside and other items also characterized as electronic or household hazardous waste. These materials can be dropped off at the Oceanside facility between 9 a.m. and 1 p.m. on Saturdays, by appointment.
