Colorado’s Extended Producer Responsibility Program
Free Residential Recycling

Colorado’s Extended Producer Responsibility Program (EPR) for packaging and paper products is a statewide recycling initiative created by the Producer Responsibility Program for Statewide Recycling Act (House Bill 22-1355).
It requires producers of packaging and paper products to join a Producer Responsibility Organization (PRO). Through the PRO, producers fund and manage the collection, processing, recycling, or composting of these materials at the end of their life. This shifts the cost of recycling from consumers and local governments to the companies that create the packaging.
This means that once the program is operational in your area, you may receive every-other-week recycling collection at no additional cost.
