WM has implemented two service fees to address cost escalations we are experiencing across our business. Your contract will determine which service fee (Service Cost Recovery Fee or Service Cost Recovery Surcharge) is applicable. Only one service fee will apply.

The Service Cost Recovery Fee is a flat percentage applied to invoiced services before taxes and appears on the invoice as a separate line item. This fee is 6.8%, effective October 1, 2022. For information on prior rates, please click here. The fee may fluctuate based on changing economic conditions and will be reevaluated on a regular basis.

The Service Cost Recovery Surcharge is applicable to any customer. This surcharge is calculated at 75% of the past 12-months CPI1 reported by the Bureau of Labor Statistics, adjusted quarterly, and applied to your invoiced services before taxes. If the 12-month CPI is 2% or lower, there will be no Service Cost Recovery Surcharge for that quarter. The surcharge appears on the invoice as a separate line item.
Calculation Methodology
If the average of the past 12-month CPI reported in a quarter is 2% or less, there will be no Service Cost Recovery Surcharge for that quarter.
If the average of the past 12-month CPI reported in a quarter is greater than 2%, the Service Cost Recovery Surcharge will be 75% of that average. For example, if the CPI percentages for the three months prior to a quarter are 6.5%, 6.4%, and 6.0%, the Service Cost Recovery Surcharge for the for that quarter would be 4.73% [6.5% + 6.4% + 6.0% = 18.9%/3 = 6.3% x .75 = 4.73%].

WM has implemented fuel surcharges to address fuel prices and has separate fuel surcharges for WM-Serviced Waste, Third-Party Healthcare Waste, and IWSS Waste. The Fuel Surcharge is a percentage applied to invoiced services before taxes and appears on the invoice as a separate line item. WM uses an index-based surcharge that is adjusted monthly based on the tables below. WM may profit from fuel surcharges.
Changes to the surcharges will be effective the first business day of each month. The fuel surcharges are based on the National U.S. Average ‘On Highway’ Diesel Fuel Price reported by the U.S. Department of Energy for the month prior to the adjustment. The prices on these indexes are published by the U.S. Dept. of Energy and WM is not responsible for the information provided.

If the diesel rate rises above $6.00, the 12.80% surcharge will be increased 0.6% for every $0.25 increase in the diesel rate. WM reserves the right to update or modify the fuel table without prior notice.

If your invoice subtotal is $100, and the U.S. National Weekly Retail On-Highway Diesel Prices is $3.75/U.S. gallon, the WM-Serviced Waste Fuel Surcharge would be 7.9% based on the table above.

It is calculated as follows:

Fuel surcharge: $14.50 (14.5% * $100 = $14.50)

It is calculated as follows:
Invoice subtotal: $100.00
Fuel surcharge: $1.20 (1.20% * $100 = $1.20)
Subtotal before taxes: $101.20 + applicable surcharges and taxes
Where services are billed by weight, the weight will be determined by WM at its processing facilities using regularly calibrated weighing equipment. If weighing equipment is unavailable or actual weights cannot be determined for a container of waste at the time of processing, WM will estimate the weight of such container for billing and other purposes. Details of WM’s methodology to estimate weights will be provided to Customer upon request.
