Between July 2023 and December 2025, Ontario municipalities will transition to a new blue box collection model. This updated system will shift responsibility to the companies producing blue box materials, requiring them to fully fund and operate the recycling process.

As of July 2023, companies that produce blue box materials sold in Ontario are now responsible for collecting and recycling these items. Known as Producers, these companies will work together through Producer Responsibility Organizations (PROs) to meet their regulatory requirements. The PROs have established a unified, province-wide collection system administered by Circular Materials, a non-profit organization.

Circular Materials will manage blue box collection from homes and residential buildings across Ontario, including mixed-use properties with residential components. By January 2026, all Ontario municipalities will have transitioned to this producer-led collection system.

Effective the week of October 6th, 2025, Waste Management (WM) will be continuing to collect your recycling from eligible properties with carts. Your collection day remains the same.

Ontario’s Government has enacted new legislation to overhaul how blue box materials are managed and collected. The Blue Box Regulation, part of the Resource Recovery and Circular Economy Act, is central to the province’s vision for a Waste-Free Ontario and a sustainable circular economy.
